THE BODIES OF MANAGEMENT AND REPRESENTATION

CHAPTER IV

ARTICLE 18. The sovereignty of the Union lies in the set of its affiliates, and is exercised through adjudicative bodies and executive under this Statute, as follows hierarchical order:

a) General Congress.
b) General Council of Representatives.
c) Executive Committee.
d) Assemblies borough.

ARTICLE 19. Agreements adjudicative and executive bodies established in the preceding article shall be valid legal if present, fifty plus one of its members, except where otherwise provided by this Statute.

ARTICLE 20. All affiliates that make up the organs management are accountable to the base of the union that elected and may be dismissed or removed by the same voters at any time, through established procedures this Statute.

ARTICLE 21. The executive management function as collegial bodies, which implies responsibility collective determination of the orientations of the union work, and personal responsibility in the particular application of them.

ARTICLE 22. The General Congress is the highest authority Union and its decisions are mandatory for all members. The General Congress is constituted by:

a) One delegate for each academic Delegation and Delegate by each departments.

b) One delegate per 50 members or fraction academic over 30 and one delegate per 50 members or fraction administrative greater than 30.

c) The Executive Committee.

d) The General Council of Representatives.

Congress delegates are plenipotentiary and therefore its mandate is indicative. The General Congress regular and special sessions.

I. Regular General Congress will be held annually in the third quarter and will meet validly with the presence of at least 50 percent plus one of the Delegates Congress. The agenda and reports of the Committee Executive will be distributed by the General Council of Representatives to convene Congress 45 days in advance. ARTICLE 23. In the absence of the General Congress, the highest Guild authority rests with the General Council of Representatives, who is constituted by:

a) One delegate for each delegate and an Academic Delegation by each delegation Administrative

b) One delegate per 75 members or fraction academic greater than 50. One delegate per 75 members or fraction administrative greater than 50.

c) The Executive Committee of the union who will preside with voice and vote.

The General Council of Representatives meets in regular session once a month on a fixed date and extraordinarily when convened the Executive Committee. Valid will meet with the least fifty percent plus one of the delegates and the Delegations. Its decisions are taken by simple majority except where otherwise provided in this Statute.

ARTICLE 24. The Executive Committee is the body of the Union executive direction thereof, acting according to the guidance from Congress and the General Council of Representatives, representing the union with the authorities of the UNAM and to any other authority, clustering etc..

The Executive Committee is elected by direct, secret universal and members of the Union, lasts three years in office and members can be reappointed. It consists of 19 secretaries.

10. Ministry of Culture and Education.
11. Career Academic Secretariat.
12. Ministry of Sports.
13. Ministry of University Affairs.
14. Ministry of Outreach and Academic Development.
15. Ministry of Social Welfare.
16. Ministry of Housing Development.
17. Action Secretariat for Women.
18. Secretariat for Analysis, Research and Statistics.
19. Secretariat Minutes, resolutions and file.

ARTICLE 25. Executive Committee members only may be temporarily absent from office for up to three months (period during which the Executive Committee shall appoint from among its members who will attend to tasks or absent informing the General Council of Representatives and the Autonomous Monitoring Commission) within the which if not resumed their activities, shall be nominated he or substitutes.

ARTICLE 26. In case of replacement of one or more members will be subject to the following rules:

a) If you spent half the period for which was elected the Executive Committee, the General Council of Representatives appoint a temporary replacement.

ARTICLE 27. To assist the Executive Committee at its best administration of the Collective Bargaining Agreement, the Union appoint representatives to the Joint Commissions Contract and those created in the future.

Union representatives to Joint Committees Contract are directly responsible to the precepts established valid in the Collective Bargaining Agreement in the sphere of competence, taking the guidelines of the General Congress, the General Council of Representatives, and under the direct supervision of the Executive Committee and if the Secretary concerned.

Union representatives to the Joint Committees of Contract, shall submit a quarterly report to the Council for its management General of Representatives and the General Congress in the report Executive Committee. Shall be elected at the General Council of Representatives after the election of the Executive Committee and the duration of the same, except in the case of the Review Commission which is elected every year.

ARTICLE 28. Delegacional The highest authority is the Assembly, which discusses and decides matters pertaining to all of members of the Delegation of dependency and will implement decisions of the deliberative bodies and decisive of STUNAM; in turn serve as the first instance for the resolution of labor disputes that arise on dependency.
The borough Assembly shall be convened by the Delegates Unions, by the Executive Committee or by the Autonomous Commissions where appropriate. If the 33 percent of participants claimed performance of Assembly and refusal of the delegates there, it will have contact the Secretary of Organization for the latter, in no later than 72 hours, give effect to the request and perform the required Assembly.

ARTICLE 29. Delegacional Assembly and all members of a delegation of Association are bound by agreements Congress and the General Council of Representatives to determine throughout the Union, it will be so even though at this stage previous discussion, the Delegation has adopted resolutions otherwise.

ARTICLE 30. To perform the functions of management, oversight and union representation, and for better management the Collective Bargaining Agreement and support of the union structure, the Union will have a certain number of licenses with pay, which will have a duration equal to the time duration of the charge according to the provisions of this Statute and to be allocated in the following formats:

I. The union licenses will be allocated primarily on the following order:

a) Executive Committee.
b) Autonomous Commissions.
c) Contractual Joint Committees.
d) Representatives to the University Council.
e) Deputy Secretary.
f) Commissioners to the National Organization of Trade Unions University.

II. In the former cases the licenses will be awarded from you get the respective nomination in the terms this Statute for each position. In the last two, the number of licenses will be 64 and the Executive Committee submit to the General Council of Representatives for it determined, its proposal on those of the commissioners to the Organization University of Trade Unions and the deputy secretary enjoy union leave.

III. All syndicate members holding a union leave, are obliged to devote to union work they are concerned, a time at least equal to that which should provide at UNAM for the exercise of the license.

IV. No association may grant a license without first having been completed the requirements outlined in the statute.

V. The list of Union members will be holding licenses published in the official organ of the Union.

VI. After the administration of each Executive Committee in turn, all union leave, except those designed Autonomous Commissions, will be made available the new incoming Executive Committee, for assignment in accordance with the provisions of this Statute.

VII. The members holding licenses under the terms established in the previous sections, can not use them for develop activities outside of the established in this Statute, or spend the days for those contracted with UNAM, to serve on any other institution.

ARTICLE 31. The requirements to be elected chairman General of Representatives, the Executive Committee and Deputy same, independent oversight committees and as trade union representatives in the joint committees of Contract, Representatives to the University Council and Representatives to the Federal Board of Conciliation and Arbitration:

a) Be affiliated with union seniority accumulated more than three years.

b) To be in full exercise of trade union rights.

c) Not have been punished by suspension or dismissal rights the union office.

d) Having occupied a position of trust during the period of the three years preceding the date of the vote.

e) have not occupied during the period of three years prior to the voting date, a position as an officer or employee confidence in the Federal, State, Municipal or the Federal District, when designated by either the three branches of the Federation.

f) Not unreasonably have resigned from any office of representation union while at work during the period of three years prior to the voting date.

g) have renounced the union, maintaining employment with UNAM, during the previous three years to the voting date.

h) No person may simultaneously hold two or more the above posts.
