CHAPTER V

ARTICLE 32. It is the power of Congress to deliberate and resolve General about:

a) The report of the Executive Committee.

ARTICLE 33. General Council’s power is of Representatives; knowing, deliberate and decide on:

a) The specific forms that must take the political established by the General Congress.

d) The decision to give notice to strike or stop work.

h) Guidance and allocation of work to the Committee Executive.

i) Approve the work plans of union representatives in the Contractual Joint Committees and the reports that they must submit semiannually.

j) Select the Special Commissions.

k) To address and solve problems that exceed borough level the scope or powers of the borough agencies.

l) Convene Executive Committee elections.

m) Removal of Executive Committee members accordance with the procedures laid down in this Statute and proceed accordingly.

n) To approve or amend the Rules if Delegacional.

ARTICLE 34. The powers and duties of the Executive Committee:

a) Make decisions on their own responsibility, always attached to this Statute, between sessions of the General Council of Representatives, which must always be informed of the same.

b) Represent the Union Abroad.

c) To sign contracts to work partial or general or special contracts after discussion and agreement with affected workers and or where appropriate, with the General Council of Representatives.

d) To submit proposals to the General Council of Representatives for review contract and salary changes to work rules, etc.

e) To submit a report to the General Congress when it convenes, inform the General Council of Representatives every six months or when be required. Also, provide the General Council of Representatives annual work plan for each Ministry in particular and rules for the allocation of benefits that drive the Secretariat as appropriate for approval.

f) To monitor compliance with the Joint Commissions or Special Contract and possibly propose the removal of its members.

g) Through the respective Secretary administer the funds Economic Union, reporting biannually to the Council General of Representatives and to members.

h) To submit a financial report for the Council Secretariat General Representatives every six months. In the case of the Secretariats obtain additional income, you must report it. These reports are available through the Ministry of Finance.

i) Chair with full voting sessions of the General Council of Representatives and preside over the borough assemblies, along with Delegates of them.

j) Propose to the General Council of Representatives of the various attachments Secretaries for approval.

ARTICLE 36. The duties of the Secretary of Organization Administrative:

g) Plan the inner workings of the Executive Committee and the administrative apparatus of the Union, submitting plans for approval Executive Committee or the General Council of Representatives your case.

e) Represent interchangeably with the Secretary of Organization Managing the Union in matters political, according to the Secretary General and Executive Committee agreement.

f) Chair, interchangeably with the Secretary of Organization Administrative Executive Committee meetings and Council General of Representatives in the absence of the Secretary General.

g) Plan the inner workings of the Executive Committee and the administrative apparatus of the Union, submitting plans for approval Executive Committee or the General Council of Representatives your case.

h) Monitor that the delegates from the academic sector are properly referred to the General Assemblies of the Council of Representatives.

i) To submit an itemized bill every 3 months for the management of economic resources to the Finance Ministry, the General Council of Representatives Autonomous and Finance Committee and the annual review of revenues and expenditures to the General Council of Representatives.

j) To represent the Union at all events where address the problems of academia.

k) Maintaining relations with the Academies, Schools Teachers and bodies democratic governance that exist at the UNAM.

ARTICLE 39. The duties of the Secretary of Administrative Disputes:

a) To represent employees in individual disputes that arising from the implementation of the Collective Bargaining Agreement and other provisions of the regulations and law.

b) To monitor the proper functioning of the Joint Commission for Conciliation.

c) To advise and guide members of the Union about their rights labor, and overseeing the proper fulfillment of the provisions in the Collective Bargaining Agreement.

d) Keeping track of complaints and a history of labor disputes.

e) Propose to the Executive Committee, in coordination with the Respective Secretaries, the draft revision of the Collective Bargaining Agreement Working.

f) Agreeing with the Secretary General in charge of affairs.

g) Any others conferred by statute, union agreements and those arising from the nature of his position.

ARTICLE 40. The duties of the Secretary of Labor and Conflicts Academic:

a) To represent employees in disputes character academic work that may arise.

b) To advise and guide the academic members of the Union about their labor rights.

c) Analyze and disseminate the Collective Labor Contract Academic Staff.

d) To monitor compliance with legal and contractual provisions more conducive to academic work and participate coordination with the Department of Academic Organization, in the organization of events and events to involve the academic staff in defending their rights.

e) Keep records of claims and background.

ARTICLE 41. The duties of the Secretary of Foreign Relations

a) Establish and maintain relationships with other unions and related democratic, domestic and foreign.

b) To promote the solidarity of the union and the union organizations to and popular sectors.

c) Develop relationships with organized groups student and university unions.

d) Training in all units of solidarity committees.

e) Develop a directory of trade unions and their leaders.

f) Agreeing with the Secretary General in charge of affairs.

ARTICLE 42. The duties of the Secretary of Press and Propaganda.

a) To direct the newspaper’s union and ensure its publication regular.

b) Be Union spokesman before the national media.

c) To preside jointly with the Secretary of Education and Culture, the Editorial Board of the Syndicate.

d) Propagate the functions and objectives of the union.

ARTICLE 43. The duties of the Secretary of Finance:

a) Have custody the assets of the union.

b) keep the accounts of the union.

c) collect and centralize the union revenues obtained by any concept.

d) Make payments of expenses of the union.

e) Develop a monthly statement of the court including cash, making it available to Union members.

f) Check the inventory of assets of the union.

g) Deposit of funds in banking institutions’ Union jointly with the Secretary General and to authorize withdrawals in the same way.

h) To submit every six months to the General Council of Representatives and the Autonomous Committee of Finance, on behalf of the Committee Executive full and detailed account of the administration and management Union funds. While providing facilities to the inspection and control for the analysis of the opinion. This report be published in the official organ of the Union.

i) To submit to the General Council of Representatives, the Financial Report which includes all the annual accounts and secretarial expenses the analytic relationship of one’s own balance sheet accounts report.

j) Submit to the General Congress detailed report on the management of funds.

k) Develop and submit to the General Council of Representatives budget annual income and expenditure of the union.

l) Provide the General Council of Representatives, the Committee Autonomous Executive and Finance Committee, all information requested on heritage and management of Union funds.

m) Prepare the draft budget for expenditures of the Union, taking into account the work plans of each Ministry and Commissions Autonomous, to put to the Committee for Executive and once approved, the General Council of Representatives.

n) Agree with the Secretary General in charge of affairs.

n) Provide 25% of union dues to each of the delegations union, unless specific mandate of the Commission Autonomous Finance.

ARTICLE 44. The obligations and responsibilities of the Secretary of Culture and Education:

a) In the cultural area: Promoting the production, extension and cultural diffusion through the implementation of all kinds related activities.

f) In order to fulfill the obligations and powers its responsibilities, the head of the ministry will coordinate and direct in regard to academics, educational and cultural rights:
- The Center for Labor Studies and Social STUNAM;

- The Standing Joint Committee of Education and Training;

- Services open or adult education;

- The Center for Preschool and Primary STUNAM;

- The Editorial Board of the Union;

- The Summer School.

g) Represent the Union in all cultural, educational, and publishing research that promotes or participates.

h) Agreeing with the Secretary General in charge of affairs.

i) Any others conferred by statute, union agreements and those arising from the nature of his position.

ARTICLE 45. The functions of the Secretariat of the Career Academic:

a) Address the prospects for development and achievement for all each of the academic members STUNAM through of specific programs to support the upgrade systematic and permanent improvement to favor their promotion and tenure at the UNAM.

b) To meet the academic staff member of STUNAM on your needs information and knowledge of assessment procedures and requirements of the Academic Staff, and protocols and other instruments equivalences evaluation applied to teachers and researchers by request such as Reporting Committee and Technical Advice for definite and academic promotions or to enter and stay in the incentives schemes on productivity (PRIDE PREPASIC, etc.).

ARTICLE 46. The duties of the Secretary for Sports:

ARTICLE 47. The duties of the Secretary of University Affairs:

a) Represent the Union at all events involving different university organizations active in the UNAM and other universities in agreement with the Secretary of Relationships.

b) Maintaining relations with the Academies, Schools teachers and organs democratic governance that exist at the UNAM in coordination with the Secretariats of Academic Organization and Academic Labor and Conflicts.

c) Promote the participation of the union in activities aimed at the transformation of the university.

d) Participate in the organization of events designed to analyze university issues.

e) Join the Editorial Staff Union.

f) promote and undertake research on the state that are teaching and research.

g) To advocate the participation of Union members in the reform of curricula and research.

h) Advocate for the participation of Union members in developing academic plans that allow optimal coordination between the different schools and research.

i) To represent the Union on all issues of character academic.

j) Agreeing with the Secretary General in charge of affairs.

k) Any others conferred by statute, union agreements and those arising from the nature of his position.

ARTICLE 48. The functions of the Secretariat of Disclosure and Academic Development:

a) Promote the creation of the Official Journal STUNAM, recorded official to the University and governmental agencies as appropriate; in which members of the Union have the possibility to publish their scientific research, humanistic, technology, pedagogy, test as well as Expressions cultural arts. With curricular value.

b) Promote the creation of a publishing house owned STUNAM, legally registered at the university and government bodies corresponding to equally STUNAM members to be access to the publication, printing and dissemination books, magazines, literary, scientific research and humanities, manuals, etc..

c) Promote the development and dissemination of the sciences, humanities, technology, art and culture, between members of STUNAM, the university community in general and among the Mexican people.

d) To support the academic activities of teachers, researchers, academic technicians and helpers to promote them through the publication and dissemination of them. (conferences, courses, seminars, etc.).

e) participate jointly with other Academic Departments academic events in college (University Reform Symposia, Symposium of scientific and humanistic pedagogical, technological, cultural and artistic).

f) Being part of the Editorial Board STUNAM.

g) To promote academic exchanges with other institutions education in the country and abroad. (SIN, CONACYT, COLLEGE OF MEXICO, etc.).

h) Agreeing with the Secretary General all matters relating to office.

i) Any others conferred by statute, union agreements and those arising from the nature of his position.

ARTICLE 49. The duties of the Secretary of Welfare Social:

a) Represent the Union at the ISSSTE in safety aspects social.

b) Coordinate the Joint Commission on Health and Safety.

c) Coordinate the Joint Committee on eBay.

d) Develop jointly with the Secretary of Labor Contract projects and regulations on the Health and Safety problems.

e) To advise members of the union in its negotiations with the ISSSTE.

f) Coordinate STUNAM Dental Clinic.

g) Agreeing with the Secretary General in charge of affairs.

h) Any others conferred by statute, union agreements and those arising from the nature of his position.

ARTICLE 50. The functions of the Secretariat of the House:

a) Represent the Union before the FOVISSSTE.

b) Coordinate the Joint Committee on Housing.

c) Conduct studies and programs for the provision of units housing, comfort and hygiene for all workers belonging to the union in need.

d) Agreeing with the Secretary General in charge of affairs.

ARTICLE 51. The functions of the Secretariat for Action for Women:

a) Coordinate the work of union representation of the Commission Joint Operation of the Supervisory Nursery Children, mothers with union members.

b) To promote activities that raise the participation of join the union, in union struggles.

c) Promoting activities of affiliates of the Union to defend the rights of women and particularly those affiliated with it.

d) To promote activities aimed at sensitizing the Union on women’s issues.

e) Represent the Union at the local, national and international fight for the rights of women and and before the events of this nature.

ARTICLE 52. The duties of the Secretary of Analysis, Studies and Statistics:

Present studies on wage conditions and the level of life of the syndicate members as well as employees the country.

a) Engagement with the Secretary of Labor in developing Review project contract and wage.

b) Examine the socioeconomic composition of the membership Union.

c) Perform the necessary statistics to ensure proper administration of the Collective Bargaining Agreement.

ARTICLE 53. The duties of the Secretary of Proceedings, Agreements and File:

a) Raise the minutes of the General Assemblies of the Council of Representatives and Executive Committee meetings, as well as the Trade Union Congress.

b) Make available to any member of the Union records raised, and to publish the agreements of each session Representatives of the General Council and Executive Committee, after each session thereof.

c) Be responsible custodian of the file and the union.

d) Remind each member of the Executive Committee obligations resulting from union agreements.

e) Receive and organize internal and external distribution of correspondence.

f) Keep a register of members of the Union and to organize the archive applications for admission.

g) Develop and maintain the register of members basic administrative and academic coordination with Secretaries and Administrative Organization Organization Academic as well as trade union delegations.

h) Prepare and publish quarterly report of absence of Delegates to the General Council of Representatives.
